Ihor LIBYCH is accused of being part of a criminal organisation that operated an illegal cigarette production facility in Düsseldorf between April 2024 and March 2025, thereby evading over 54 million euros in tobacco tax. The cigarettes produced are said to have been sold at a profit by the criminal group both domestically and abroad. LIBYCH is strongly suspected of having been directly involved in cigarette production. According to the investigations so far, he is alleged to have performed logistical and materials management tasks both inside and outside the production facility. In addition, he was primarily responsible, together with another accomplice, for processing pre-processed tobacco and raw tobacco into fine-cut tobacco within the cigarette factory.
